રાજ્યમાં સિમાંત ખેડૂતો તથા એકદમ ઓછી જમીન ધરાવતા હોય અને ગ્રામ વિસ્તારોમાં ખેતી વ્યવસાય સાથે હોય તેમને મળવાપાત્ર થશે. ખેતી સાથે જોડાયેલા ખેત મજૂરોને ખેતીમાં વધુ કઠિન પરિશ્રમ ન કરવો પડે અને તેમની ઉત્પાદક ક્ષમતામાં વધારો થાય તે માટે આ સાધન સહાય આપવામાં આવે છે. આ યોજના હેઠળ ખેત શ્રમિકો, મજૂરો અને સીમાંત ખેડૂતોને રાહત દરે “સ્માર્ટ હેન્‍ડ ટુલ્સ કીટ” આપવામાં આવશે.

ગુજરાત રાજ્યના ફક્ત સીમાંત ખેડૂતો અને ખેત મજૂરોને કુલ ખર્ચના 90% અથવા રૂપિયા 10,000 (દસ હજા) બે માંથી જે ઓછું હોય તે લાભાર્થીને મળવાપાત્ર થશે. અરજદાર ખેડૂતોઓએ અરજીમાં પસંદ કરેલા સાધનો અને તેની સંખ્યા મુજબ ખરીદી કરવાની રહેશે.
